Jean Monnet Chair "Digital Rights Empowerment Across Market in the European Union (DREAM-EU)" is held for the period 2024/2027 by Francesco Battaglia, Professor of European Union Law in the Department of Political Science. 

Description of the project: 

While digital technologies have created new opportunities for users, they have also posed significant challenges for the protection of individuals and the EU's founding values. The EU legislator has therefore embarked on an intensive legislative action to establish a legal framework for online platforms that is tailored to the fundamental rights of digital users. Indeed, the EU's vision for digital transformation is based on empowering individuals and fostering innovative businesses. In this context, the idea of this project is inspired by two recent acts of the “European Union: the European Declaration on Digital Rights and Principles” and the “Council Recommendation on Digital Skills and Competences”. Its aim is, in fact, to examine European legislation on the digital single market from a human rights perspective and to carry out teaching activities to strengthen digital skills among university students, high school students and practitioners. In order to achieve these objectives, several actions are envisaged, among which: 1) research involving academics, experts and institutional actors; 2) teaching for Master students in "EU Law and Policies", "International Health Governance" and " Environmental Justice and Climate Change Law "; 3) seminars involving Bachelor and Master students of the Sapienza Faculty of Political Sciences; 4) digital civic education courses in high schools to promote the conscious use of digital technologies. In addition, the results of the research will be regularly disseminated through international legal journals and media publications. In terms of additional objectives, these activities will significantly strengthen the commitment of the Sapienza Department of Political Science to digital issues in order to make it excellent in this field.
